Actually, I was struck at how at least a couple of states (including at least one in that NE block) allowed same-sex marriage, but NOT marriage between cousins.
Of course, the issue is more that, for the most part, states haven't seen it necessary to legislate on marriage between cousins at all, either pro or con. It's not an issue--one way or the other--for most people. The same can't really be said (especially not these days) about same-sex marriage.
